Levi's denim shorts are most often jeans that were cut down in the first place, which explains the variety of lengths and cuts you find second-hand: the model number printed on the label remains the most reliable clue, more than the size. Levi's measures in inches, W for the waist, and a W28 has no stable equivalent in French sizes from one model to another. On pre-owned denim shorts, the crotch is the critical point - the fabric thins there through rubbing before it gives way - and is judged against the light, like the pocket bags. Then check the belt loops, the rivets, and the fastening along its whole run. A cleanly cut, unfolded hem is a home alteration, not a flaw, but it limits the alterations still possible.
